Does Builders Risk Cover the Existing Structure During Renovation?

The Direct Answer
No — not by default. The base builders risk policy covers new construction work, materials, and work in place. It does not automatically cover the pre-existing structure that was there before renovation started. If a fire damages the existing building during your renovation, that loss is not covered unless you specifically added existing structure coverage.
This is one of the most consistently missed gaps in renovation insurance. Contractors and owners assume that because they have builders risk on the renovation project, the entire building is covered. It isn’t — only the new work is covered under the base policy.
To cover the existing structure, you need one of two things: (1) an existing structure endorsement explicitly added to the builders risk policy, or (2) a permanent commercial property or homeowners policy that remains in force during the renovation and is confirmed to cover losses while construction is underway.
The Renovation Coverage Coordination Problem
Here’s where it gets complicated: many standard property policies have exclusions or limitations that apply when a building is undergoing major renovation. The homeowners policy on a house being renovated may have vacancy provisions that affect coverage. The commercial property policy on a building under gut renovation may exclude losses during construction.
