Washington Licensing and Compliance Requirements for Plumbing Contractors

Washington plumbing contractors are licensed through the Washington State Department of Labor & Industries Plumbing Program. L&I issues Plumbing Contractor licenses as well as Journey Level Plumber and Apprentice certifications. All plumbing work must be performed by or under the direct supervision of a licensed plumber.

Washington’s Plumbing Contractor license requires proof of general liability insurance and a surety bond. Minimum GL limits are set by L&I. Most residential and commercial plumbing contracts require $1M per occurrence — carry this level or higher to remain competitive.

Washington is a monopolistic WC state. All workers’ compensation for plumbing employees must be purchased through L&I. There is no private WC option. Plumbing contractors pay L&I premiums based on payroll and their L&I risk class assignment for plumbing work.

Washington’s plumbing code (WAC 51-56) is based on the Uniform Plumbing Code with Washington amendments. Gas piping work is regulated under WAC 51-62 (Fuel Gas Code). Plumbing contractors performing gas piping work must hold a Gas Piping Contractor certification through L&I in addition to their standard plumbing contractor license.

Plumbing-Specific Risks in Washington

Rain-Related Water Damage Claims

Western Washington’s high annual rainfall creates significant demand for plumbing work related to water intrusion, foundation drainage, and rain garden systems. Plumbing contractors who install drain systems, French drains, or downspout connections face completed operations claims if drainage systems fail during heavy rain events.

Gas Piping Certification Requirement

Washington requires a separate Gas Piping Contractor certification through L&I for any contractor performing natural gas or propane piping work. Performing gas piping work without this certification is a license violation that can void your GL coverage for that project. If you do gas work, ensure you hold the proper L&I Gas Piping Contractor certification.

L&I Audit Risk for Plumbing Payroll

L&I audits plumbing contractor payrolls regularly. Plumbers who perform a mix of higher-risk work (excavation, gas piping) and lower-risk work (residential repairs) should ensure their payroll is accurately classified by work type. Misclassification results in retroactive premium adjustments.

Seattle Urban High-Rise Plumbing Exposure

Seattle’s commercial high-rise and mixed-use development market creates demand for complex mechanical and plumbing systems. Water damage in a multi-story Seattle commercial building can damage multiple floors simultaneously. Adequate GL limits — $2M per occurrence for high-rise work — are appropriate.

Frequently Asked Questions

Do I need a separate license for gas piping work in Washington?

Yes. Washington L&I requires a separate Gas Piping Contractor certification for any contractor performing natural gas or LP gas piping work. Your standard plumbing contractor license does not automatically authorize gas piping work. Apply for the Gas Piping Contractor certification through L&I before performing any gas piping installation or repair.

Can I buy workers’ comp from a private carrier as a Washington plumber?

No. Washington is a monopolistic WC state — all workers’ compensation must be purchased through L&I. Private insurance companies cannot write WC in Washington. Open an L&I employer account, report your plumbing payroll quarterly by risk class, and pay premiums to the state fund.

Does my Washington plumbing GL cover water damage on completed jobs?

Yes — if your policy includes completed operations coverage, which standard commercial GL policies do. Completed operations covers water damage that arises from your finished plumbing work after you’ve left the job site. Make sure your coverage period is at least two years, as slow leaks from failed connections can take months to manifest.
