The Most Demanding Licensing States
Florida is widely regarded as having one of the most rigorous contractor licensing systems in the country. The Florida Construction Industry Licensing Board (CILB) administers licenses for dozens of contractor classifications, each requiring a two-part exam (trade + business/law), documented experience, $1M/$2M GL, a $20,000 qualifying agent bond, and ongoing 14-hour CE every renewal cycle.
California’s Contractors State License Board (CSLB) is similarly demanding. The CSLB requires 4 years of journeyman-level experience, a two-part exam, $25,000 bond, and $1M GL minimum. The CSLB actively investigates and enforces — unlicensed contracting enforcement is among the strictest in the nation.
Louisiana has among the highest licensing fees, strict exam requirements through the LSLBC, and requires bonds up to $10,000. The state requires separate licenses for commercial work vs. residential work over certain thresholds.
At the city level: New York City and Chicago have trade-specific exams that are independent of state licensing and are widely regarded as among the most difficult contractor exams in the country.
