Two Different Licenses, Two Different Purposes

A business license (also called a business registration or occupational license) allows you to legally operate a business within a city or county. It registers your business with the local government, typically involves a small annual fee, and enables you to open business bank accounts and collect sales tax.

A contractor’s license authorizes you to perform specific construction work. It requires demonstrating competency (via exam or experience), maintaining insurance and bond at required minimums, and ongoing renewal with continuing education.

You typically need both. A business license to operate and a contractor’s license to pull permits and legally contract for construction work. The business license doesn’t give you contracting authority. The contractor’s license doesn’t eliminate the need for a business registration.

Some cities combine these into a single local contractor registration. In cities with no contractor licensing, the business license is all you register. But in states with active contractor licensing programs, the contractor’s license is the more significant credential — the business license is administrative.

Do I need a business license if I’m a sole proprietor?

Usually yes — most cities require business registration even for sole proprietors. Check with your city or county business office.

Which comes first — business license or contractor license?

Either order can work. You often need a business entity (LLC or registered business name) to apply for some contractor licenses, so forming the business first is typical.

Does a contractor license work as a business license?

No. They serve different regulatory purposes. You typically need both from different agencies — one from the city/county (business license) and one from the state licensing board (contractor license).
