There’s an important distinction between water damage and flood damage. If rain comes through a broken site window and damages your tools, or a burst pipe soaks your equipment — that’s accidental water damage, typically covered on open-perils tools policies.
Flood damage — rising water from storms, overflowing rivers, storm surge — is a specifically excluded peril on most inland marine and property policies. Flood coverage requires a separate policy (through NFIP or private flood insurers).
